Pam Miller

Pam Miller has served as the Executive Director of Planning Service Area (PSA) 4 Agency on Aging since 2013. She contributes to C4A a background in social work and experience managing significant challenges and advancements, including navigating the impacts of sequestration, health care reform, and the implementation of community-based adult services.

Before joining PSA 4, Miller was the Director for Employment and Social Services in Yolo County for seven years, where she oversaw Adult and Child Protective Services, In-Home Supportive Services, and various benefits and employment programs. Miller began her career in Adult Protective Services and later served as Deputy Director with Adult Services in Riverside County. One of her career highlights was collaborating with the National Council on Crime and Delinquency to develop a Structured Decision Making (SDM) tool for Adult Protective Services, now widely adopted by many counties. Additionally, she has taught Gerontology at La Sierra University and chaired the Adult Services Committee for the County Welfare Director’s Association.

Miller holds a bachelor’s degree and a master’s degree in social work (MSW) from California State University, San Bernardino.
